Default Chess clock

Can anyone tell me who thought up the idea of a chess clock. For anyone who does not know what these are in simple terms it is a box with 2 clock movements inside. Each player gets a clock and as soon as you have made your move you push a button on the top on your side and that stops your clock and starts your opponents. When he makes his move he pushes his button and his clock stops and yours starts again. They can be used to limit the time for each move or in case of a draw the shortest time wins.
